Dr. Manoj Kumar, IAS (Retd.), is the President (Vice-Chancellor) of Singhania University and a distinguished full-time faculty member specializing in Leadership and Governance. With a PhD from Delhi Technological University and a Master of Public Affairs from the University of Minnesota (USA), he has held prestigious roles, including Secretary to the Governor of Mizoram, CMD of Delhi Transport Corporation, and Director of Training & Technical Education for the Government of NCT Delhi.
A recipient of the Transport Minister’s Road Safety Award and the Skoch Order-of-Merit, Dr. Kumar is an expert in governance, policy-making, and leadership. His vast experience in administration and education continues to shape future leaders and drive impactful reforms.

»   Experience
Dr. Manoj Kumar has extensive experience in administration, governance, and education, having held key positions in both government and academic institutions. He is serving as the President (Vice-Chancellor) of Singhania University since February 2024 and previously worked as a Corporate Advisor at TITAGARH Rail System Limited. His career spans various leadership roles, including Secretary to the Governor of Mizoram, Chairman-cum-Managing Director of Delhi Transport Corporation, and Director of Training & Technical Education for the Government of NCT Delhi. With experience in urban development, taxation, and public service administration, he has also contributed to policy-making and governance at multiple levels.
»   Achievements
He was honored with the Transport Minister’s Road Safety Award (2018-19) in the Urban category for achieving the lowest rate of accidents, receiving the award from Hon’ble Minister Sh. Nitin Gadkari on behalf of DTC on January 30, 2020. The award included a trophy and a cheque of ₹1 lakh. Additionally, he received the Skoch Order-of-Merit Copper Award on behalf of DTC for the Automated Fare Collection System on June 22, 2018.
